Certification Programme in Urban Management: India 2006 Phase II
 
 
Administrative Staff College of India (ASCI) in partnership with World Bank Institute (WBI) launched “Certification Programme in Urban Management India: 2006” at Administrative Staff College of India, Hyderabad.
 
The programme offered four complementary modules in two phases. The phase I of the programme was scheduled on 7 – 18 August 2006 and the Phase II on September 18 – 22, 2006 .
 
The participants, under the guidance and support of Advisory group will prepare institutional development reports (IDRs) and present it to the panel of experts.
 
Around 24 in Phase-I and 22 in Phase-II senior administrative representatives including municipal commissioners, municipal finance and accounts officers, senior municipal engineers, town planners and senior staff members attended the programme. Eminent international and national experts delivered talks during the programme.
 
 

 
 
CDS GLOBAL PRESENCE
 
 
 
     
  CDS is incorporated into the Government of India’s “Jawaharlal Nehru National Urban Renewal Mission’ (JNNURM) launched in the year 2005-2006. The program is first of its kind in the Indian urban sector with a comprehensive approach to strengthen the cities and urban local bodies for promoting strategic thinking, reform initiatives and enhanced service delivery. To access the funds under JNNURM, sixty-three cities are required to prepare city development plans (CDPs) and implement a set of reforms at state and city levels by entering into a tripartite agreement.

The Government of India has received City Development Plans from 50 cities and has signed Memorandum of Agreement with 7 states and 19 cities. The CDPs are modelled on the city development strategy processes. At this juncture it is very important to make the city development plans work in these cities. This calls for reflecting on the CDS processes by drawing from the successful national and global experiences.
 
     
     
  CDS Workshop Objectives  
     
  The key objectives of the workshop are:  
 
  • To provide indepth and holistic understanding of a range of issues and approaches related to city development processes and methodologies.
  • To promote active exchange of national and international good practices in the preparation and implementation of CDS.
  • To enhance the skills and competencies in the preparation of CDPs under JNNURM drawing from the CDS experiences.
  • To understand the ways and means of incorporating the livelihood and economic development strategies and community participation in CDS.
  • To develop better understanding of implementation strategies and monitoring mechanisms.
 
     
     
  Learning Methodology  
     
  Experts with substantial experience in the implementation of CDS processes across the globe, would share the same during the workshop. Lessons from countries like Philippines, South Africa, Vietnam, China and others that have implemented CDSs will be reviewed and discussed in open group sessions. Participants will also be involved in a series of group exercises to identify the roadblocks in implementing CDPs and in formulating an action plan for improving the preparation, implementation and outcomes of CDPs in their respective cities.
