Strengthening Urban Management (SUM):North East (Agartala)  
     
 
Urban agenda is gaining prominence in the newly formed North East states. These states are aiming at developing a clearly articulated urban development policy and strategic vision. However, a lack of professional staff who are exposed to broader issues of urban management is hindering the process of realizing the vision.
 
The objectives of this tailor-made programmes are:
  • To advance their knowledge and skills needed for effective management of cities and towns, understanding of the broad range of urban issues and to present the tools they need to plan, manage and govern their cities;
 
 
  • To provide a broader, more holistic perspective on the range of issues confronting Indian cities and to explore new approaches to addressing these issues; To promote an active exchange of experiences and enhance awareness of national and international best practices for improving the creditworthiness of cities and the delivery of urban services, particularly to the poor;
  • To assist city managers, particularly those entrusted with responsibilities under the 74th Constitutional Amendment, in developing management, governance, leadership, and organisational tools and strategies that will enable them to discharge their roles more effectively.
 
     
  Learning Process  
  The programme adopts an interactive approach, with a blend of lectures, case studies, video films, simulation exercises and exchange of experiences. In addition, panel discussions involving leading experts and practitioners are organised to promote candid dialogue on contemporary issues of specific relevance to programme participants.  
     
  Resource Persons  
  National and international urban experts, practicing managers would share concepts and experiences during the programme.  
     
  Programme Participation  
  The programme consists of core courses targeting city managers, local level policymakers and other senior functionaries of municipal management.  
     
  Dates, Venue and Facilities  
  The three day programme is scheduled during March 2006 and the dates would be announced shortly. The workshop will be fully residential and will be held at Administrative Staff College of India, Bella Vista, Hyderabad.  
     
  Certificate of Participation  
  ASCI and WBI will jointly issue a Certificate of Participation upon conclusion of the programme.  
     
  ASCI Alumni Association  
  Participants in the College programs will automatically become members of the ASCI Alumni Association.  
     
  Registration and Course Fee  
  The programme fee of Rs.10,000 per participant per programme covers tuition, courseware, board and lodging. However, donor supported participants are required to pay Rs.15,000 per participant per programme. Single occupancy air-conditioned accommodation will be provided to all participants.
